Restrictive licensing laws!
I didn't like to choose a title that described this photo in detail. It might have lead the authorities to suspect that I do not treat my children kindly.

Knowing the thrifty nature of PE as I do I find it hard to believe that it was he waiting to be served. More a case of he was watching someone else waiting to be served.
